نص تقرير المخابرات الأمريكية حول جريمة قتل خاشقجي (وثيقة)

– التقرير اعتمد على معلومات استخبارية سرية جمعتها وكالة المخابرات المركزية ووكالات استخبارات أخرى  

– قدر التقرير أن ابن سلمان “وافق على عملية في إسطنبول لخطف أو قتل خاشقجي”

– بنى تقييمه على أساس سيطرة ولي العهد على صنع القرار في المملكة والمشاركة المباشرة لمستشار رئيسي وأعضاء من رجال الأمن الوقائي

– التقرير قال إن ولي العهد يتمتع منذ 2017 بالسيطرة المطلقة على الأجهزة الأمنية والاستخباراتية في المملكة

– استبعد “جدا” أن يكون المسؤولون السعوديون نفذوا عملية من هذا النوع بدون إذن من ولي العهد

– أورد التقرير 21 اسما قال إنه خلص بـ”ثقة كبيرة” إلى أنهم شاركوا أو أمروا أو كانوا متواطئين أو مسؤولين عن قتل خاشقجي نيابة عن ابن سلمان

أفرج مكتب مدير المخابرات الوطنية في الولايات المتحدة، الجمعة، عن ملخص تقرير للمخابرات الأمريكية خلص إلى أن ولي العهد السعودي الأمير محمد بن سلمان “وافق على خطف أو قتل” كاتب العمود في صحيفة “واشنطن بوست” جمال خاشقجي.

واعتمد التقرير على معلومات استخبارية سرية جمعتها وكالة المخابرات المركزية “سي آي إيه” ووكالات استخبارات أخرى بعد مقتل الصحفي السعودي خاشقجي في أكتوبر/تشرين الأول 2018 داخل قنصلية بلاده في إسطنبول.

وفيما يلي نص التقرير:

– نقدر أن ابن سلمان وافق على عملية في إسطنبول لخطف أو قتل خاشقجي.

– نبني هذا التقييم على أساس سيطرة ولي العهد على عملية صنع القرار في المملكة، والمشاركة المباشرة لمستشار رئيسي وأعضاء من رجال الأمن الوقائي لابن سلمان في العملية، ودعم ولي العهد لاستخدام الإجراءات العنيفة لإسكات المعارضين في الخارج، بما في ذلك خاشقجي.

– منذ عام 2017، يتمتع ولي العهد بالسيطرة المطلقة على الأجهزة الأمنية والاستخباراتية في المملكة؛ ما يجعل من المستبعد جدا أن يكون المسؤولون السعوديون نفذوا عملية من هذا النوع بدون إذن منه.

– أثناء فترة قتل خاشقجي، ربما عزز ولي العهد بيئة كان فيها مساعديه يخشون أن يؤدي الفشل في إكمال المهام الموكلة إليهم إلى طردهم أو اعتقالهم. يشير هذا إلى أنه من غير المرجح أن يراجع هؤلاء المساعدون ابن سلمان في أوامره أو يتخذوا إجراءات حساسة دون موافقته.

– ضم فريق الاغتيال السعودي الذي وصل إسطنبول في 2 أكتوبر 2018 مسؤولين عملوا أو كانوا مرتبطين بـ”المركز السعودي للدراسات والشؤون الإعلامية” (CSMARC) في الديوان الملكي. وفي وقت حدوث عملية قتل خاشقجي، كان مركز “CSMARC” تحت قيادة سعود القحطاني، المستشار المقرب لابن سلمان، والذي صرح علنا، منتصف 2018، بأنه لم يتخذ قرارات دون موافقة ولي العهد.

– ضم فريق القتل أيضا 7 أعضاء من نخبة الحماية الشخصية لابن سلمان، المعروفة باسم “قوة التدخل السريع”. وهذه القوة منبثقة عن الحرس الملكي السعودي، ومهمتها حماية ولي العهد، وتتلقى الأوامر منه فقط، وقد شاركت بشكل مباشر في عمليات سابقة لقمع منشقين في المملكة وخارجها بتوجيه من ولي العهد.

– نحكم أن أعضاء فريق التدخل السريع لم يكونوا ليشاركوا في عملية قتل خاشقجي دون موافقة ابن سلمان.

– اعتبر ولي العهد أن خاشقجي يمثل تهديدا للمملكة وأيد على نطاق واسع استخدام التدابير العنيفة إذا لزم الأمر لإسكاته.

** 21 متواطئا في الجريمة:

نخلص بـ”ثقة كبيرة” إلى أن الأفراد التالية أسماؤهم شاركوا أو أمروا أو كانوا متواطئين أو مسؤولين عن قتل خاشقجي نيابة عن ابن سلمان. لكن لا يُعرف ما إذا كان هؤلاء الأفراد كانوا على علم مسبق بأن العملية ستؤدي إلى قتل خاشقجي أم لا:
