تداعيات انقلاب تونس على ليبيا

يبدو أن ما عجزت عنه الآلة العسكرية والإعلامية في ليبيا، سيُنجزه انقلاب الرئيس قيس سعيد على الدستور التونسي، لما في الخطوة من تداعيات كبيرة قد تفتح الأبواب أمام ترتيبات جديدة في هذه البلاد التي تعرف حالة من عدم الاستقرار بفعل الاقتتال على السلطة.

وذلك ضمن سياسة الأمر الواقع التي تُحاول قوى الثورة المضادة فرضها.سارع الليبيون منذ إعلان الرئيس قيس سعيد عن إجراءات تضمنت تجميد عمل البرلمان ورفع الحصانة عن نوابه وإقالة رئيس الوزراء هشام المشيشي، على أن يتولى الرئيس نفسه السلطة التنفيذية بالتعاون مع رئيس حكومة يعينه هو، إلى إبداء مخاوفهم صراحة من هذه الخطوة.

مخاوف ليبية

مع أن الوقت ما زال مبكرًا لتقييم انقلاب قيس سعيد الدستوري وتداعياته على الداخل والخارج، فإن شخصيات ليبية عبرت عن رفضها لخطوة الرئيس التونسي، واعتبرتها ردةً عن المسار الانتقالي والتحول الديمقراطي، إذ أعلن رئيس المجلس الأعلى للدولة الليبي خالد المشري، رفضه لما اعتبره “انقلابًا” على الأجسام المنتخَبة، وذلك في معرض رده على القرارات الأخيرة.

أوضح المشري عبر حسابه الرسمي على موقع فيسبوك: “14 فبراير 2014 انقلاب الجنرال خليفة حفتر، و25 يوليو 2021 انقلاب قيس (سعيد)، ما أشبه الليلة بالبارحة“، متابعًا: “نرفض الانقلابات على الأجسام المنتخَبة وتعطيل المسارات الديمقراطية“.

يُفسَر الموقف الليبي الأولي عامةً، على أنه ما حدث في تونس يتوقع أن ينعكس سلبًا على الأوضاع في ليبيا، باعتبار أن البلاد تأثرت بما جرى في تونس عام 2011، وأن أي تغيير في خريطة الفاعلين السياسيين في هذا البلد الجار سيلقي بظلاله على الملف الليبي.

لذلك تخلص عرابو السلطة في العالم العربي (الإمارات) تدريجيًا من صفة المراقب للأوضاع في تونس، وانخرطوا في دعم الأحزاب ماليًا وإعلاميًا (الحزب الحر الدستوري)، ثم انتقلوا إلى مرحلة الفعل من خلال الدفع بقيس سعيد لتنفيذ انقلابه الأخير، وذلك في إطار المشروع الأكبر لهذه القوى، وهو التخلُص من الإسلام السياسي ومن الإخوان وتعميم النموذج المصري.

فالدعم الذي حصل عليه قيس سعيد من دول إقليمية، وعلى رأسها الإمارات ومصر والسعودية (إعلامي ومالي وتطعيمات)، مكنه من تحقيق مآربه الشخصية وأهداف محور الشر الموجه لتونس، كآخر موضع لثورات الربيع العربي.

وفي حال استقر الوضع وفق ما خُطِط له في تونس، فإن المرحلة الثانية ستكون ليبيا وبالتحديد في غربها، فمن المنتظر أن تدفع الإمارات ومصر وفرنسا آلتهم الإعلامية (ربط الأزمات بالإخوان) وأذرعهم في الداخل، لزعزعة الاستقرار في العاصمة طرابلس وتحريك الشارع ضد الإخوان من أجل إضعافهم، فهم يرون أن ضرب النهضة التونسية سيُخسر نظراءهم في ليبيا عمقهم الإستراتيجي، ويُقلِل من الدعم السياسي الذي يحظون به.

إستراتيجية المحور ظهرت جليًا من خلال تزامن ظهور نجل الرئيس الليبي الراحل سيف القذافي، عبر صحيفة أمريكية مع انقلاب سعيد، وهي رسالة للقادة في عاصمة القرار الدولي مفادها الاستعداد للحوار والتعاون، وإشارة إلى استعداد البديل المنتظر وخروج خليفة حفتر، وهو أكثر المتربصين لاستغلال الأحداث في تونس، للترويج لعدم قبول الشارع للإخوان المسلمين، وأنهم غير مرغوب بهم في المنطقة، من خلال دعوات الخروج للتظاهر في عدة أنحاء من ليبيا ركز عليها الإعلام الإماراتي.
