نظام دولي جديد .. هل من مصلحة للعرب؟

أعطت الحرب في أوكرانيا زخماً في الحديث المتصاعد عن نظام عالمي جديد يتمحور حول أقطاب متعدّدة، تتنازع النفوذ والقوة، حيث تتراجع فيه الولايات المتحدة جزئيا في ظل تصاعد قوة الصين.

وفي حال حدوث ذلك، فإن عالماً متعدّد الأقطاب يمثل أملاً للدول التي عانت من الهيمنة الأميركية المطلقة على النظام العالمي، ويتراجع فيه نفوذ الدول التي لطالما احتمت بهذه الهيمنة، خصوصاً إسرائيل، واستغلتها في صراعاتها وحروبها بفرض تفوّقها العسكري، وتمكّنت من فرض الحلول وفقاً لمصالحها.

على الرغم من أنّ عالماً متعدّد الأقطاب أمر غير محسوم مطلقاً، لا سيما بعد الحرب في أوكرانيا التي أظهرت بشكل واضح مدى الهشاشة العسكرية الاقتصادية لروسيا وهيمنة الدول الغربية، خصوصاً في المجالات الاقتصادية والعسكرية والتكنولوجية.

فإنّه لو فرضنا أنّ العالم متّجه فعلاً نحو رؤوس متعدّدة متقاربة القوة في النظام الدولي، فهل ستستفيد الدول العربية من شكل النظام الجديد؟

وهل المنطقة العربية، في ظل الأنظمة الحاكمة فيها، لديها المرونة والرؤية الاستراتيجية المطلوبتان لكي تتمكّن من الصعود إلى سلّم القوى الإقليمية على الأقل؟

الجواب المباشر والبسيط على التساؤلات السابقة هو على الأغلب لا

الدول العربية ببنيتها الحالية، وأنظمتها الجامدة، والتي تفتقد في غالبيتها الشرعية، وتفتقد الرؤية التنموية والاقتصادية والجهاز البيروقراطي الفعال، وتغيب عنها الرؤية والإرادة السياسة المستقلة في السياسة الخارجية، هي غير قادرة على الاستفادة من التغييرات المفترضة في النظام الدولي.

وبالتالي، لن يكون لتحوّلات النظام الدولي أثر فعال ومباشر في تغيّر السياسة الخارجية للدول العربية، ولن تكون هناك، على الأغلب، أيّ معطيات إيجابية تُذكر، خصوصاً في صعود قوى عربية كقوى إقليمية تشكّل توازناً مع النفوذين الإيراني والإسرائيلي.

بل ربما سيكون مدار رحى الدول العربية التي تمتلك فوائض مالية، هو فقط التحرّك بمدار هذه القوى الإقليمية، وبما لا يتعارض مع سياسات القوى العالمية وأهدافها.

تخبط السياسة الخارجية للدول العربية بشكلٍ يناقض المصالح القومية للدول بشكل صارخ

المعضلة الكبرى في السياسة الخارجية العربية أنّها في الأساس تدور حيث تدور مصالح النظام الحاكم، ولا تعطي أولوية للمصالح القومية للدولة ككلّ، وأبعادها الجيوسياسية.

الأنظمة ذات النظام السياسي المغلق تسعى، وبكلّ قوتها، إلى الحفاظ على مصالح الطبقة الحاكمة، وتسخّر الدولة ومواردها في سبيل هذه المصالح، ولن تكون السياسة الخارجية بعيدةً عن دائرة تلك المصالح.

ومنذ الاستقلال، وتراجُع القوى الإمبراطورية في منتصف القرن العشرين، نهجت أغلب الدول العربية مسار تثبيت مصالح النخبة الحاكمة، ورهنت السياسة الخارجية وفقاً لهذا المبدأ، فالهم الأول هو الحفاظ على كينونة النظام، لا الدولة بمفهومها الشامل.

وتغدو استراتيجيات التوسّع أو بسط النفوذ الإقليمي، وتحجيم نفوذ القوى التي تقع خارج المدار العربي، مجرّد ترف لا لزوم له، فالأولوية القصوى هي الحفاظ على الذات بمعناه الأضيق .. النظام الحاكم والنظام فقط.

تكثر الأمثلة والأدلة على تخبط السياسة الخارجية للدول العربية بشكلٍ يناقض المصالح القومية للدول بشكل صارخ، ويحيّر مثل هذا السلوك الدارسين في مجال العلاقات الدولية، ولا يمكن ردّه إلا لغاياتٍ لا تعرفها إلّا النخبة الحاكمة في تلك الدول.

فمنذ الحرب الباردة عقب الحرب العالمية الثانية اندلعت حرب باردة أخرى عربية، بين الأنظمة التي وصفت نفسها بـ“التقدّمية” ومقابلها الأنظمة الملكية أو التي وصفت بـ“الرجعية“.

وقد استنزف هذا الصراع شقاً مهماً من خمسينيات القرن الماضي وستينياته، وكانت أشبه بصراع دونكيشوتي، أظهر لاحقاً مدى هشاشة الأنظمة “التقدّمية” خصوصاً في بعض الحروب التي خسرتها أمام إسرائيل . لاحقاً اكتملت كوارث التخبّط في السياسة الخارجية مع الغزو العراقي للكويت.

السياسة الخارجية العربية تدور حيث تدور مصالح النظام الحاكم

وتبعها حصار قطر، حرب اليمن، الصراع في منظومة الدول المغاربية، الفشل بدعم الثورة السورية، الفشل في ليبيا ما بعد الثورة، الفشل أمام إثيوبيا في قضية سد النهضة، الفشل المتواصل أمام إسرائيل والتطبيع العلني المجاني معها لتتويج انتصاراتها.

التحول المتسارع لدخول أكبر عدد من الدول العربية لمنظومة الدول الفاشلة، إضافة إلى أنظمة تصرف مليارات الدولارات وتستنزف احتياطي العملات الأجنبية في مشاريع مشكوك في نجاعتها لتقف البلاد على حافّة الإفلاس، وأخرى ذات موارد طبيعية هائلة.

لكنّها مجرّد فريسة للنهب والفساد، لا شيء إلّا لغياب أي صوت داخل النظام نفسه ودائرة مؤيديه، ليطالب بإيقاف هذا الانحدار المتسارع نحو الهاوية، وهذ القتل البطيء للاقتصاد والسياسة معاً.

مليارات الدولارات أُنفقت في صفقات سلاح تقليدي وليس استراتيجياً، من دون أن تحقق أي توازن مع التفوق العسكري الإسرائيلي، ولا حتى مع منظومة السلاح الإيراني السوفييتية المتهالكة.

وذلك كله ما هو إلا دليل إضافي على أنه لا معنى لأي تغيّر في النظام الدولي، ما دام النظام العربي نفسه لم يتغير ليصبح قادراً على المناورة، وعلى الاستفادة من حالة صراع القوى الدولية.

وفي حال توجّه العالم لنظام متعدّد الأقطاب، فإنّ حال الدول العربية ستكون أقرب إلى ما تطرّق إليه جون ميرشايمر عن “تراجيديا صراع القوى العظمى في العالم“، أي بمعنى آخر ستكون الدول العربية بيدقاً آخر عالقاً وسط نيران المتصارعين على زعامة العالم لا أكثر، ولا تملك تلك الدول سوى أن تكون متفرّجاً في أحسن الأحوال.
