مقاربة مختلفة لتجاوز حالة الجمود

تعددت الاجتماعات والتصريحات والنتيجة واحدة!

لا انتخابات في الأفق المنظور تفتح نافذة للتغيير، وتبعث الأمل في إمكانية وقف هذا الهدر في الأرواح والمال والوقت والسيادة، نقاط الخلافات الأساسية ماتزال قائمة، وهي تكاد تكون مجرد ذريعة لإجهاض الانتخابات، والتحايل لتشكيل حكومة جديدة، وتمديد المرحلة الانتقالية التي لاتريد سلطات الأمر الواقع مغادرتها. 

عقب اجتماعه مع رئيس المفوضية العليا للانتخابات، أشاد المبعوث الأممي عبدالله باتيلي باستعدادات المفوضية للعملية الانتخابية، مؤكدا على تقديم الأمم المتحدة الدعم الكامل للمفوضية، لتنظيم الانتخابات، وقد نوقش بالاجتماع قوانين الانتخابات، التي أعلنت المفوضية في قت سابق عن تسلمها من مجلس النواب.

تركز النقاش على الجوانب الفنية في القوانين، إذ قدمت المفوضية وكذلك البعثة الأممية، بعض الملاحظات الفنية على القوانين، ويبدو أن لجنة 6+6 استجابت لهذه الملاحظات وأجرت التعديلات المطلوبة، لكن إعلان المجلس الأعلى للدولة تمسكه بنسخة بوزنيقة، يؤكد أن التعديلات تجاوزت النقاط الفنية إلى بنود القضايا الخلافية، والتي سعت اللجنة السداسية إلى التوصل إلى صيغة يمكن أن يقبل بها المجلسان.

ولكن هذا القبول لم يقع من مجلس النواب ورئيسه، الذي خالف التعديل الدستوري، وطرح مسودة القوانين للنقاش في جلسات مجلس النواب، ثم أحالها إلى المفوضية، دون إبلاغ مجلس الدولة والبعثة الأممية، وخاطب الأمين العام للأمم المتحدة برسالة يناشده فيها حشد الدعم الدولي لتشكيل حكومة جديدة. 

يدرك عقيلة صالح أن تغيير الحكومة يستلزم موافقة مجلس الدولة، ومن ثم لابد من تقديم بعض التنازلات في مسودة القوانين، والقبول برؤية مجلس الدولة في منع ترشح العسكريين ومزدوجي الجنسية، وهذا التنازل لا يستطيع عقيلة تقديمه، لأنه بذلك يوافق على إقصاء حليفه اللدود خليفة حفتر، وهو سيناريو سيعجل بالإطاحة به من رئاسة مجلس النواب، والدفع برئاسة جديدة، تكون أكثر تصلبا في مواقفها. 

تجاوز عقيلة صالح المبعوث الأممي، ومخاطبة غوتيرش مباشرة، كانت محاولة لتهميش دور المبعوث، الذي لم يعلن عن أي تبدل واضح في موقفه، ومازال يحث الجميع على التفاوص والتوافق على مسودة الانتخابات، ولا يرى أن الأمر يستدعي تشكيل حكومة جديدة، وإنما العمل على وجود حكومة موحدة، بمشاركة كل الأطراف.

الدول الغربية، وفي المقدمة أمريكا، تدعم رؤية باتيلي وموقفه في ملفي الانتخابات والحكومة، ولكنها لا تضغط بشكل كاف لدفع كل الأطراف، خاصة المتعنتة في مواقفها، إلى الاستجابة والانخراط في مشروع باتيلي. سلطات الأمر الواقع شرقا وغربا، تدرك أن توسيع المشاركة في أي حوار ترعاه البعثة، يعني دخول أطراف سياسية وعسكرية مواقفها ومصالحها مختلفة، ومن خلال المساحة الممنوحة لهم في الحوار، سيكون لهم تأثير على المخرجات، التي بالضرورة لن تكون كما يريدها مجلسا النواب والدولة.

وبعد كل اجتماعات اللجنة السداسية في المغرب، والقوانين التي اعتمدتها، ثم الاجتماعات الإضافية في الداخل، استجابة لضغوط بعض الأطراف لتعديل بعض البنود، ومواصلة المبعوث الأممي اللقاءات والمشاورات، لم يتقدم ملف الانتخابات حتى خطوة واحدة إلى الأمام، ومن ثم فكل هذه اللقاءات المشاورات هو دوران في حلقة مفرغة.

والسبيل لتجاوز حالة الجمود الحالية، هو البحث عن مقاربة جديدة لإجراء انتخابات نيابية، تتسع الدائرة المؤيدة لها كل يوم، وتجاوز أطراف الصراع التي لن تقبل بأي انتخابات، أو نتائج تنهي سلطتها.

وهذا بالتأكيد يحتاج إلى توافق دولي إقليمي، لم تظهر ملامحه بعد.
