الحالة الراهنة لنزيف العقول الليبية تعود إلى تبني استراتيجية إقصاء مزدوجي الجنسية لأسباب سياسية تحركها عقد نفسية وأحقاد تستهدف المعارضين للنظام السابق وغيرهم من مزدوجي الجنسية. هذه الاستراتيجية التي تتبناها “الثورة المضادة” و “الدولة العميقة” ستكون عائقا كبيرا أمام تطور المجتمع الليبي في مرحلة إعادة بناء الدولة الديمقراطية.

وإذا نظرنا للمسألة من زاوية الربح والخسارة، فإن الخاسر الأكبر من هذه الاستراتيجية هو الشعب الليبي، وهي خسارة كبيرة في هذه المرحلة الحرجة وتتلخص في التالي:

أولا: هذه كوادر وكفاءات من مختلف التخصصات تقدر بعشرات الألاف تم تعليمهم وابتعاثهم إلى الخارج لسنوات طويلة على حساب الدولة، وغيرهم ممن تكفل أهاليهم بمصاريف دراستهم، كل ذلك كان بتكلفة عالية جدا دفعها المجتمع الليبي، ولكنهم واجهوا قبل الثورة صعوبات أمنية مصدرها أجهزة قمع تابعة للنظام السابق، وهم الآن يواجهون الإقصاء من بقايا ذلك النظام.

ثانيا: إقصاء هؤلاء المؤهلين وحرمانهم من المساهمة في قيادة التغيير والتطوير في ليبيا، يعني بالضرورة استبدالهم بغيرهم من الخبرات الأجنبية، وذلك أمر في غاية الصعوبة وسيكلف المجتمع الليبي مبالغ مضاعفة قد لا تقدر عليها ميزانيات الحكومات القادمة.

ثالثا: هذه الكوادر المؤهلة تقيم وتعمل منذ سنوات في عدد من دول الغرب وقد استطاع الكثير منهم التميز والبروز في مجالات تخصصهم، وهذه الدول أصبحت منافسة للدولة الليبية في الحرص على الاستفادة من خبراتهم وبالتالي فإن إقصاءهم من ليبيا لأسباب واهية هي خدمة كبيرة يقدمها الإقصائيون إلى تلك الدول .

رابعا: أن محاولة دسترة أقصاء مزدوجي الجنسية على مستوى المواقع السياسية والتشريعية والتنفيذية والإدارية ستعمم في المستقبل على جميع المواقع الأكاديمية والبحثية والتعليمية وغيرها وبالتالي لن تتمكن الدولة من وضع حد لظاهرة نزيف العقول الليبية بل ستدخل البلاد في دائرة مفرغة ومكلفة من الإستنزاف البشري والمادي غير المسبوق.

إن استراتيجية إقصاء الليبيين من مزدوجي الجنسية ستعمق من مشكلة ليبيا لكونها اشتهرت بأنها بلدا طاردا للعقول بامتياز، لأنها تزيد من حدة أسباب الطرد الأخرى والتي تنطبق على مزدوجي الجنسية وعلى غيرهم من الليبيين، مما سيدفع بالكثير من المؤهلين من أصحاب الجنسية الواحدة إلى البحث عن فرص عمل في دول وأخرى إن لم يتم التخلص من الأسباب الطاردة للعقول وهي كثيرة وتنطبق أيضا على الخبرات الأجنبية أيضا، ومنها:

ـ عدم الاستقرار السياسي والأمني والاقتصادي

ـ إفتقاد الحوافز والضمانات المالية والقانونية

ـ غياب الظروف المناسبة للعمل الفكري والأكاديمي

ـ افتقاد سبل التدريب الراقي والبحث العلمي.

 ـ فقدان التقدير والتشجيع من قبل المجتمع والدولة
