السياسي.. وشهوة السلطة

شهوة السلطة هي ظاهرة قديمة وموضوع متكرر عبر التاريخ، فقد ذكرها مؤرخ الإمبراطورية الرومانية تاسيتوس (55 – 117 ب.م)، مرارا وتكرارا في حولياته ويعتبرها العامل الأساسي في صعود وسقوط الدول والإمبراطوريات.

وقد أصبحت هذه الأيام من الصفات البارزة عند الكثير من السياسيين الذين يعتبرونها شرطا أساسيا وضروريا للوصول إلى السلطة والمحافظة عليها والاستمرار فيها. فما هي هذه الظاهرة؟ وما الفرق بينها وبين الطموح؟ وبينها وبين الحب؟ وكيف يمكن التعامل معها؟

أولا: ماهية شهوة السلطة؟
يُعرِّف البعض الشهوة على أنها الرغبة الجامحة الشديدة التي لا تشبع إلا بالحصول على القوة وسيطرة المرء على ما يريد. بمعنى هي سعي المرء وراء شيء ما برغبة قوية ومتحمسة للوصول له أو امتلاكه، ولهدف شخصي ونفعي ومؤقت. والشهوة هي غريزة إنسانية كامنة في داخل الإنسان، ومن أهم مزاياها أن المرء لا يتوقف عن طلبها، وإذا ما حصل عليها تشبث بها حتى النهاية.

وللشهوة أنواع وأشكال مختلفة، وليس كما يتبادر في أذهان البعض بأنها متعلقة بالشهوة الجنسية فقط واقتصارها على الجسد واللون والشكل. ولعل من أسوأ أنواعها شهوتي السلطة والهيمنة، وذلك لأنهما أنماط أنانية وخطيرة وضارة، حيث يحاول المرء من خلالها عمل كل ما يستطيع وجذب كل شيء للتركيز عليه فقط، مُعتقدا أن ذلك سيمكنه من إرضاء وإشباع رغبات الآخرين.

والحقيقة أن شهوة السلطة، إذا لم يتم كبحها ستُفسد كل المسؤولين، إلا من رحم ربى. وبذلك يفسد كل شيء. وقد صاغ هذه النتيجة الفيلسوف «اللورد أكتون (Lord Acton)» في أواخر القرن التاسع عشر، في حكمته الشهيرة التي تقول: «السلطة مفسدة، والسلطة المطلقة مفسدة بالمطلق» والشهوة لا توجد فقط في الأفعال، ولكن أيضا توجد عند الأغلبية في التوهم والخيال، ومقدار تحقيقها يتوقف على مكانة الشخص ودرجة القوة التي يمتلكها. بمعني آخر، الشخص الغني والقوي لديه فرص أكثر لتحقيق شهوته أكثر من الشخص الفقير والضعيف.

ثانيا: الشهوة والطموح

هنا يجب ألا يخلط المرء بين الطموح والشهوة. فالطموح هو درجة الارتقاء ومستوى العلو الذي يحاول المرء الوصول له، ورغبته القوية في النجاح والتفوق والتميز عن الآخرين، وسعيه لتحقيق الأفضل وعدم الرضا بالمقبول. والطموح هو ميزة إنسانية مطلوبة ومرغوبة طالما لا يستغلها المرء للتسلق على أحلام ومعاناة الآخرين. بمعني آخر، بينما الطموح هو الظاهرة الإيجابية والبناءة للرغبة، فإن الشهوة هي الجانب السلبي والأناني لها.

ثالثا: الشهوة والحب

بمعني كيف للمرء أن يعرف فيما إذا كان ما يعيشه هو «حب» أم هو مجرد «شهوة»؟ فإذا كان هناك قناعة واستقرار في علاقة المرء مع الآخر(ين)، وفي الطريقة التي تُدار بها الأمور، فمن الواضح أن شعوره يمكن وصفه بالحب.

أما إذا شعر بأن أفكاره متشتتة، ومشاريعه غير كاملة، وتصرفاته غامضة، فلا شك أنه يعيش حالة من الشهوة التي ربما اكتسبها من منصبه أو مكانته و ثروته أو ظروفه، ويحاول استغلالها وتوظيفها لتحقيق مصالحه ومآربه الخاصة.

وبمعني آخر، إن الحب يُناقض الشهوة، فالحب هو ثمرة الثقافة التي يعيشها المرء، ونهايته في العادة الشعور بالسعادة والاستقرار والأمن والأمان. وفي حين أن الحب هو كل شيء يتعلق بالمشاركة والسعي للتعاون والتوافق مع الآخرين، نجد أن الشهوة هي عملية استغلالية وأنانية هدفها الأساسي هو السيطرة والتحكم، وهي حركة مُتسرعة وخفية ومُضللة، وعنوانها كما يقول الأستاذ لونق، هو «حب مفرط للإطراء أو تلقي الإطراء، وحاجة عميقة الجذور للإعجاب، وبعبارة أخرى، يكون الشخص دائما متشوقا للموافقة والتصفيق،».

لعله من المناسب أن أستخلص مما ذكرته أعلاه بعض الدروس والعبر، لكل من يريد أن يتعاطى السياسية، من أهمها:

وفي وطني اليوم، نشاهد الكثيرين ممن كانوا رجالا صادقين في صناعة الثورة، وكانوا وطنيين مخلصين لوطنهم وشعبهم، نراهم يتساقطون كما تتساقط أوراق الخريف، ضحايا لشهوة السلطة والسعي وراءها والإصرار على التمسك بها، إلى درجة أن أصبحت شهواتهم السبب الوحيد الذي يحركهم لتحقيق أهدافهم الشخصية الضارة للوطن والمواطن.

ثانيا: على من يريد أن يتعاطى السياسة أن يدرك أن شهوة السلطة هي مصدر فساد ومدرسة للمفسدين، وهي الدافع الأساسي وراء كل أنواع الحروب.

وهي التي تدفع بالحكام نحو الاستبداد والاستغلال، وتحول سلطاتهم إلى شكل من أشكال الجنون، ويصبحون بذلك مستعدين للتضحية من أجلها بكل ما لديهم من قوة وعتاد، حتى لو اقتضى الأمر خوض حروب ضد شعوبهم، ولعل خير مثال على ذلك ما قام به، العام 2011، كل من عبد الله صالح في اليمن، ومعمر القذافي في ليبيا، وبشار الأسد في سوريا، إذ قاموا بتحويل بلدانهم إلى ساحات للحروب الأهلية في سبيل استمرارهم في مناصبهم وتمسكهم بالسلطة.

ثالثا: على من يريد أن يتعاطى السياسة أن يدرك أن تجارب التاريخ تؤكد لنا أيضا أن كل شخص لديه هذا النوع من الشهوة سيقوم بالبحث عن الأشخاص ذوي التفكير المشابه له ليكونوا بمثابة أدوات يسخرها في سعيه وراء سلطته والمحافظة عليها، ومعاملة كل من يخالفه في الرأي على أنه عدو للشعب يجب القضاء عليه.

رابعا: على من يريد أن يتعاطى السياسة أن يدرك أن عدم قدرة النخب على الصمود أمام إغراءات السلطة هو السبب الرئيسي للفساد والطغيان وانتهاكات حقوق الإنسان. وأن الشهوة هي التي تضع السلطة فوق القانون، وفي أغلب الأحيان تكون القوانين أول ضحاياها. وأن الشهوة هي التي تدفع بصاحبها للشعور بالغرور والكبرياء والاستغناء عن الآخرين.

خامسا وأخيرا: على من يريد أن يتعاطى السياسة أن يدرك أن السبب الرئيسي لسقوط الدول وانهيارها هو تفشي «ظاهرة شهوة السلطة» في نفوس وعقول السياسيين، وأن سعي هؤلاء وراء ممارسة السلطة، وإصرارهم على الوصول لها بأي ثمن، هو في حد ذاته مضرة ومفسدة. وهو مصدر رئيسي للشر خصوصا إذا لم يكن هؤلاء الباحثين عن السلطة مؤهلين وقادرين.

من كل ما تقدم يمكن استخلاص، أن المشكلة الرئيسية في وطني، هي تفشي ظاهرة شهوة السلطة، وقد أصبحت هذه الظاهرة الميزة الأساسية عند أغلب سياسيينا، إذ يعتبرها بعضهم ضرورة لتحقيق ما يسعون إليه، وتجدهم على استعداد للقيام بأي شيء للوصول للسلطة والتمسك بها. وعليه فلابد من مواجهة هذه الظاهرة المرضية الخطيرة والعمل على التخلص منها قبل مواجهة أي شيء آخر.

وفي اعتقادي المتواضع، إننا لن نستطيع التخلص منها إلا بتطبيق القانون، وبناء المؤسسات الحديثة، ونشر الأخلاق الحميدة، وتعليم التربية السليمة.

ولن يتحقق ذلك إلا بوضع معايير وضوابط لمن يجب أن يتقلد المناصب السيادية في الدولة. وأن تكون مؤسسات الدولة قائمة على أسس التخصص، والجودة، والشفافية، والرقابة، وتحمل المسؤولية.

أخيرا علينا أن نعي أن هذه الظاهرة المرضية الخطيرة، إذا لم يتم كبحها وتقنينها، ستفسد كل شيء وبشكل شبه دائم، لا سامح الله.
