حلول ممنوعة بفعل فاعل

تشهد المنطقة العربية تحركات نحو تسوية الأزمات الداخلية في عدد من الدول العربية، خاصة ليبيا وسورية واليمن والسودان.

وتُبذل، منذ بضعة أشهر، محاولات حثيثة للخروج من الأزمة، والانتقال إلى مرحلة أكثر تقدّماً في صياغة نظام سياسي، وتحديد آليات واضحة للتوافق الوطني. سواء على المستوى الشعبي أو على مستوى القوى والمكونات السياسية والأطراف ذات الصلة.
للأسف، ثمّة ظاهرة تكاد كل تلك الحالات المشار إليها تشترك فيها. تلك أنّ كلّ تحرّك أو خطوة نحو التفاهم والاتفاق بين القوى الداخلية، أي الأطراف الأصيلة المعنية بمسار الأزمة ومصير الدولة، يتعرّض، وعلى نحو مفاجئ، وفي توقيت حرج، للعرقلة والتعطيل.

ودائماً يكون هذا التعثر في صالح طرفٍ خارجي، إما عربي أو إقليمي أو عالمي، أو أكثر من طرفٍ في آن واحد.

فمثلاً، يكاد السودانيون يصلون إلى اتفاق بالفعل يحدّد خريطة طريق تحدّد نهاية واضحة للمرحلة الانتقالية، ليبدأ بعدها الشعب السوداني في الإمساك بزمام أموره بيده.

وفور تبلور تلك البوادر الإيجابية، سارعت دولة عربية إلى طرح مبادرة جديدة، وتوجيه الدعوة إلى القوى السودانية للحوار مجدداً، مع تضمين الصيغة الجديدة بنوداً وملفات جديدة خلافية، وإقحام أطراف وعناصر لا وزن لها وغير توافقية.

وفي ليبيا أيضاً، يتكرّر السلوك نفسه من الدولة نفسها، في ظل تشابهاتٍ كثيرة تجمع الحالتين السودانية والليبية.

مع اختلافٍ مهم بين الحالتين، يكمن في تمحور الخلاف بالسودان حول ملفّات سياسية، وترتكز بالأسس على رؤى وتصوّرات القوى الداخلية لمستقبل الدولة وكيفية إدارتها.

أما في ليبيا فبذور الخلاف مجتمعية، ولها جذور قبلية وجهوية بالأساس.

في سورية، تجري لعبة شطرنج شديدة الصعوبة وسط موزاييك من الأطراف والفاعلين. منهم المنخرط بشكل مباشر في الأزمة، ومنهم من يتأثر بها ويؤثّر فيها عبر وكلاء أو من وراء ستار.

وكلما تبلورت ملامح، وإن ضبابية، لتسوية ما، أو ظهر بعض ضوء في النفق وإن عن بُعد، إذا بدولة، أو منظمة، أو مليشيا، أو مجموعة عرقية، أو أي طرف متضرّر من مقتضيات التسوية المحتملة وتبعاتها، يسعى، بشتى السبل، إلى عرقلتها، بدلاً من الانضمام إليها إن كان خارجها أو تحسين مكاسبه فيها إن كان جزءاً منها.

فالمشهد السوري حالياً أشبه بسباق، بين دول وأطراف تدفع بقوة نحو التقارب والتطبيع مع النظام، ودول وقوى أخرى ترى في ذلك تحجيماً لنفوذها وانتقاصاً من مصالحها.
ولا يختلف الأمر كثيراً في اليمن، وإن كانت الأطراف المنخرطة والمعنية أقل عدداً وأكثر تمترساً خلف مواقفها، الأشد اختلافاً وتعارضاً بدورها. لكن، على خلاف سورية، تعود جذور التباين وفجوة المواقف في اليمن إلى أصول تاريخية ومسبّبات داخلية أكثر منها خارجية.

وتستغلّ أطرافٌ خارجية تلك البيئة الداخلية الهشة لتأجيج الصراع وتعطيل فرص التسوية، بل وتفجير الهدنات المؤقتة. وهي في ذلك تقترب من حالة ليبيا، مع اختلاف أنّ المحرّكات الداخلية للصراع في اليمن ليست قبلية أو جهوية بقدر ما هي سياسية، وبقدر ما أيديولوجية.
المشترك بين تلك الحالات أنّ الغايات النهائية للأطراف التي تعرقل أو تعطّل ليست بالمرّة مصلحة الشعوب، لا في سورية ولا اليمن ولا ليبيا ولا السودان.

وإلّا لتوقفت عن وضع العصيّ في الدواليب، ولتحرّكت من أجل بلورة حلول توافقية وتفاهمات لا تُقصي أيّاً من مكوّنات الداخل ولا تخلّ بمعادلات الخارج وتوازناته.

والمعضلة الحقيقية أنّ لتلك القوى المعرقلة المعطّلة من الوكلاء والأدوات والقدرات ما يكفي بالفعل لتعطيل أي حلول، بل تفجير الموقف لو أرادت. وقد صارت تلك الأطراف هي المعضلة الحقيقية، وليست الأطراف الداخلية أو مسبّبات الأزمة الأصلية نفسها.
