ويعود ذلك في مجمله إلى أمرين أساسين تمت ملاحظتهما عبر عدد من الدراسات السسيولوجية التي أكدت أن الألفية الجديدة هي ألفية طفرة تلك المفاهيم، أي مفاهيم الهوية والقومية والعرقية.

إلى أن جاءت ثورة 17 فبراير 2011م حيث برزت إلى السطح السياسي والاجتماعي والثقافي في ليبيا وبصورة مقلقة إلى حد ما مجموعة من المكونات البشرية التي ترى أنها ذات خصائص عرقية وثقافية متمايزة عن المجموع البشري الليبي العام المتمثل في الأرومة العربية.

وبعد أن كان الحديث عن هذه المضامين محرماً خلال العقود الأربعة الماضية تحديداً، أصبحت هناك مجالس عليا تتحدث باسم وآمال وطموحات «الأمازيغ» و«الطوارق» و«التبو» وأصبح لهذه التكوينات البشرية قنوات فضائية وتنظيمات سياسية.

وأكثر من ذلك مطالب سياسية واقتصادية وثقافية من الحكومة الليبية المؤقتة. جوهر هذه المطالب إثبات الهوية الجزئية المغاير للهوية العامة أو التي يتمترس خلفها المجموع العام من الليبيين، وفي الوقت نفسه هناك سعي ملموس لإبراز المغاير والمختلف وتضخيمه وإثبات حضوره، بل وحتى مقارنته ومقارعته للعام الأكثر ائتلافاً بين الناس.

في ذات الوقت ألزم القانون وزارة التربية بإعداد مقررات دراسية وتدريسها للطلبة كجزء من المنهاج الدراسي في المناطق التي تقطنها هذه الأقليات. هذا القرار يقال إنه جاء بنسخته الإنجليزية للتماهي مع المنحنى الدولى في الاعتراف بحقوق الأقليات كما جرت العادة في الديمقراطيات الغربية.

وفي الوقت نفسه لقي استنكاراً من جهات ليبية سياسية داخلية وربما ذات توجهات عقائدية ركزت على ما يمكن أن يسمى بالأبعاد الخفية لهذه المطالبات، وأنها ليست إلا المظاهر الأولى لتفتيت الهوية الثقافية والإنسانية والدينية للشخصية الليبية.

ووصف ذلك بأنه أقل ثمن يقدم لهذه المكونات البشرية التي انشقت عن النظام السابق، وتحملت عذاباته، وساندت ثورة 17 فبراير، التي يريدون لها أن تكون ثورة الليبيين عربهم وأمازيغهم والتبو والطوارق منهم.

وفي الأشهر الأخيرة من العام الميلادي 2013م شهدت ليبيا مجموعة الاعتصامات والاضرابات التي دعت إليها التنظيمات السياسية لهذه المكونات، كما شهدت الساحة عددا من مظاهر العنف التي لم يسلم منها المؤتمر الوطني الليبي العام ولا عدد من أعضائه تمثلت في أحداث اعتداءات على مقر المؤتمر وتجهيزات قاعات الاجتماعات فيه. ووصف مراقبون كل ذلك بأنه يعكس أزمة الثقة التي تطغى على مجمل العمل السياسي الليبي في هذه المرحلة المضطربة، ويعكس بصورة أعمق تخوف هذه الأقليات الذي قد يكون غير مبرر مما يشيرون إليه بسيطرة ثقافة اللغة العربية، والتوجس من سلطة من يردون قيادة البلاد باسم الدين الذي يتخذ من العربية والعروبة مظلة عامة تلغي الآخر بحسب رأيهم.

ويبقى عنصران مهمان قد يجد الشعب الليبي في ثناياهما ما يقلل شقة الاختلاف بينهم، وهما وحدة المعتقد العام المتمثل في الدين الإسلامي، وعدم وجود تعارض في الرؤية المذهبية.

هذان العنصران كانا تاريخياً في هذه الرقعة من العالم «شمال إفريقيا» بوتقة انصهار ثقافي فكري وإنساني. وحَّدت القلوب وقوَّمت الأفكار وهذَّبت الأفعال وإن كان لكل مجموعة بشرية وإنسانية لغتها أو تاريخها الذي تعتز به على نحو خاص.
